Delia Law was founded in 2011 by Dawn Delia, a seasoned tax attorney with a passion for helping individuals and businesses navigate complex IRS issues. Ms. Delia earned her Bachelor of Arts degree from Southern Methodist University in Dallas, Texas, and her Juris Doctorate from American University’s Washington College of Law in Washington, D.C.

Ms. Delia began her legal career in New York City as a commercial litigator at the prestigious global law firm Paul, Weiss, Rifkind, Wharton & Garrison LLP. She had the privilege of working on a high-profile internal investigation involving one of the largest accounting firms of its era. This pivotal case, centered on uncovering fraudulent financial practices, ultimately contributed to the creation of the landmark Sarbanes-Oxley Act of 2002

This work required conducting investigative audits into clients’ accounting policies and procedures, developing tailored solutions to address compliance issues, and ensuring adherence to evolving regulations. She also performed in-depth legal research to identify applicable laws and policies affecting clients, offering strategic advice to address compliance challenges effectively. These formative experiences shaped her passion for addressing complex financial problems and tax issues, laying the foundation for her career as a tax attorney and ultimately inspiring the creation of Delia Law.

To enhance her tax background, Ms. Delia has been admitted to Georgetown University Law Center’s prestigious Tax LL.M. program, beginning in Fall 2025.  She will expand her expertise into digital taxation, U.S. inbound and outbound international taxation, international tax and tax policy. This achievement reflects her commitment to expanding her knowledge and providing clients with exceptional representation in both domestic and international tax matters.

As a tax attorney, Ms. Delia is licensed under IRS Circular 230 to represent taxpayers nationwide before the IRS. She holds active bar memberships in New York and Maryland, and she is admitted to practice before the United States Tax Court, enabling her to handle IRS tax cases across all 50 states. Ms. Delia is not licensed to practice state law outside of New York and Maryland.

In establishing Delia Law, Ms. Delia created a firm dedicated exclusively to resolving IRS tax problems, including tax liens, wage garnishments, unfiled tax returns, bank levies, payroll tax debt, and IRS audits. Her extensive experience extends to negotiating Offers in Compromise to reduce or eliminate tax debt, appealing IRS audit decisions, innocent spouse relief, setting up manageable payment plans, and all tax collection activities.
